Dee-Delivery Measure

On 2 October 2024, Ms. Jiraporn Sindhuprai, the Minister attached to the Prime Minister’s Office, as the Chair of Consumer Protection Board, officially announced the implementation of the “Dee-Delivery” measures. The measures focus on Cash on delivery (COD) services, as outlined in the Announcement of Committee on Contract concerning logistics service providers handling COD transaction for controlled items. The launch of the measures was attended by Ms. Songsiri Jumpol, the Deputy Secretary General of the Consumer Protection Board, Professor Wisit Wisitsora-At, the Permanent Secretary of the Ministry of Digital Economy and Society (MDES), the representatives of the Royal Thai Police, and distinguished business leaders from logistics and online platforms service providers.
As online shopping continues to grow, an increasing number of consumers are opting for COD due to its convenience. However, this trend has been exploited by unscrupulous sellers, leading to incidents where consumers receive incorrect, damaged, or defective goods, or where money is collected without the corresponding products being delivered.
Due to growing concerns over these serious issues, the Minister tasked the Office of the Consumer Protection Board (OCPB) Thailand to address them promptly. As a result, the OCPB issued an Announcement of the Committee on Contracts concerning the classification of COD logistics service providers as a controlled business item under the 'Dee-Delivery Measure,' which will take effect on October 3, 2024.
This measure has been enacted to safeguard consumers from unfair practices and to expedite the refund process for defective or incorrect products. Consumers who receive damaged or incorrect products are entitled to request a refund within five (5) days of receiving the item. Furthermore, logistics service providers are required to issue a full refund to consumers within fifteen (15) days if the product is found to be defective or incorrect.
