The Department Administrative Order (DAO) 21-09 aims to promote responsible business conduct and prevent the proliferation of chain distribution and pyramid sales schemes by giving due recognition to business enterprises that are engaged in legitimate Direct Selling (DS) and Multi-Level Marketing (MLM).
